JOB CONTEXT:
As part of HI’s work in Humanitarian Mine Action (HMA) programming (Land Release, Risk Education and Victim Assistance), HI is in the process of launching projects aiming to support countries concerned. Thus, we are currently recruiting Technical Field Managers (or Land Release Project Officers) for our different Programs.

Under the line management of a Land Release Project Manager (Chief of Operations), the Land Release Project Officer (LRPO) will be responsible to implement and execute the clearance implementation plan, produce accurate field risk assessments and ensure the quality management and implementation of their project at base level in line with HI project quality framework.

Assisting the Land Release Project Manager (LRPM) in Internal and external coordination with beneficiaries, national authorities, UN Agencies, and INGOs is a key role of the position. He/ she will be closely working with other project managers and shared/ support services departments at base, hub and regional levels.

DESCRIPTION :

YOUR MISSION:
The Land Release Project Officer (LRPO) has the primary function of providing technical advice to all national staff assigned to him/her throughout all HMA activities. He/she will provide daily support and advice to Land Release teams which maybe conducting High Threat Search, Clearance, (EOD/BAC) and/or NTS. operating throughout a designated area of operations. HI is seeking a person that displays a positive approach to his/her work and is of a determined and dedicated character.

His/her secondary function is to develop the capacity and technical knowledge of all national HMA staff within HI, assigned to him/her. The LRPO reports directly to the LRPM with some indirect technical lines to other HI compartments.

Responsibility 1: You provide guidance and technical support to all national staff throughout HMA activities:
- You conduct clearance and survey operations, as required whilst mentoring clearance teams
- You ensure all donor targets are achieved during the project cycle, whilst maintaining all quality and safety standards
- You train, mentor and capacity build national and partner staff when applicable
- You are a role model for diversity and inclusion, as well as positive role model for contributing to the team spirit of HI
- You ensure all HMA teams are in full compliance of IMAS, NTSGs & HI SOPs
- You actively mainstream gender, inclusion, and conflict sensitivity in all mine action activities

Responsibility 2: You provide technical learning from projects:
- You ensure daily reporting of all HMA activities to the Land Release Project Manager
- You develop and drive a culture of excellence, continuous improvement, and performance optimization across all mine action projects
- You follow relevant budgets and ensure budget lines are not exceeded
- You prepare all relevant reports and documentation in a timely manner, as directed, and in line with HI Project Quality Framework practices and tools and in conformity with donors’ requirements

Responsibility 3: You contribute to the animation of your sector:
- You work closely and in coordination with other HI sectors and ensure sharing of information and data
- You stay informed and current on Land Release procedures, techniques, manuals, and devices relatings to HMA
- You actively participate to base and project coordination mechanisms in a collaborative spirit with other project teams and mission departments (MEAL,etc.)

Responsibility 4: You contribute to ensuring HI’s technical influence within your perimeter:
- You represent HI in relevant opportunities, including sector coordination and technical working groups if required
- You develop and maintain strong and positive working relationship with all the relevant stakeholders

PROFIL:

YOUR PROFILE:
-You hold an IMAS EOD 3 certification from an accredited training institution
-You have at least 3 years of experience managing teams
-You have more than 5 years working experience in the field of HMA
-You master the implementation of the land release policy
-You demonstrate ethical values and a constructively critical mindset
